德国外交协会中国问题专家卑斯克说，捐款本身很大意义上是表明一国的人道主义态度和对一国受灾的同情和支持，真正解决问题肯定要靠受灾国。他表示，援助的方式很多，有的价值很难评估，比如美国可能给中国提供的高清卫星图片的价值就不容易确定，同时，很多国家的援助是连续性的，也不宜进行短期比较。

一位专家以美国为例说，美国任何较大规模的人道主义援助项目，申请拨款的机构须拟订详细的预算报告，报告先提交给预算管理办公室审核，再交给总统复审和批准，总统批准后由白宫和国务院将整个外援预算提交给国会审议，程序走完至少要1年半。对地震等突发性自然灾害，白宫和国务院有权走“非常程序”，但数量不能太大，否则日后会遭到国会的严厉抨击。在经过一定程序后，援助可能追加，目前来自美国的各种援助已有2300万美元。
